Hsin-fung piracy is dealt with in Hong-Kong telegram to Colonial Office of Cctober 6th.

As regards action for dealing with Bies Bay pirates I concur generally in view expressed by Acting Consul-General contained in my immediately following telegram. elegram.

Under existing political conditions co-operation of any northern mm-of-wer, possibility of which was contemplated in despatch from Government of Hong Kong of June 30th, would be more likely to mtego- niae Canton than isolated action by ourselves.
